Fourth Largest Court Selects Verilaw for Comprehensive Court
Internet Project

16, 2000 (Philadelphia, PA) - The Philadelphia Municipal Court,
the fourth largest court in the nation, has selected Verilaw
Technologies to be its solution provider in a new project that
is one of the broadest applications of Internet technology to
court procedure ever undertaken.
The project, dubbed "CLAIMS" (Civil Litigation Automated
Internet Muncipal Court System) by Municipal Court, calls
for the development of a court-wide, Internet-based system
that will combine case management, document management, electronic
filing, forms processing and imaging functionality. CLAIMS
will involve the complete transformation of all Municipal
Court procedure from paper-based processing to digital processing.
The project encompasses all documents filed at Municipal Court
for all cases. Verilaw will design, implement, and maintain
all aspects of the project.
The development of CLAIMS follows Verilaw's successful implementation
of an electronic filing / case management pilot program for
Municipal Court for collection cases. That pilot began in
January, 2000, and continues to run today. CLAIMS represents
the expansion of that pilot from collection cases to all Municipal
Court cases and documents.
Once implemented, CLAIMS will dramatically streamline virtually
all aspects of Municipal Court procedure. With CLAIMS, for
example:
- Attorneys will be able to submit documents to Municipal
Court over the Internet.
- Court personnel will track case progress, schedule hearings,
generate reports, and perform other case management functions
online using the Internet.
- Judges and litigants will have instant online access to
all case documents at hearings, and judges will instantly
enter judgements into the system directly from the bench
at the hearing's conclusion.
- Data entry for each of more than one hundred Municipal
Court forms will be automated, so that a) users can understand
the forms more easily and be more accurate in their responses,
and b) the Court can spend less time validating the data
submitted on forms.
- City agencies and "bulk filers" (attorneys who file a
large number of Municipal Court cases) will be able to export
data from their databases and transmit it to CLAIMS to automatically
and instantaneously initiate cases and perform other functions.

for CLAIMS after a competitive bidding process in which more
than 40 companies were invited to participate. The Philadelphia
Municipal Court is the fourth largest court in the nation,
with approximately 180,000 cases filed per year. The Municipal
Court is part of the First Judicial District of Pennsylvania,
located in Philadelphia.
